Welcome! The Atlanta Department of Watershed Management is pleased to provide you with water and sewer service for your home or business. Please read the following guidelines for establishing new service. To download the start new water and sewer service form. The following items are required:
- A notarized lease agreement
- A required deposit of $80 (varies depending upon meter size) and an account establishment fee of $15
- A valid Government-issued ID
- A completed application for water and sewer service form

There are a few Gas companies that service your area, and in GA, you are free to choose whomever you like (or whole rates are better). We have found that signing a 12 month contract with a gas company will usually give you a MUCH better rate then staying on a variable rate. Just so that you know, before your contract expires, you can re-negotiate your rate. Doing a couple of little things like that will save you around $600 to $1200 per year! DeKalb County Utility Transfer Contact Information
If your new rental home is located within DeKalb County, your utilities need to be transferred through the following process.
If you already have water/sewer service in DeKalb County, you may call their office at: (404) 378-4475 or email them with the request at: newwaterservice@dekalbcountyga.gov (copy and paste the link)
If you are establishing service in DeKalb County for the first time, please see attached link with an application that needs to be filled out and hand delivered to the office with a copy of your signed lease.

How to Start Electric Service in Clayton County
Welcome to Cobb EMC. To establish electric service*, please choose from one of the following options:
- By phone: Call member care at 770-429-2100, Monday – Friday from 7 a.m. to 6 p.m. and Saturday from 8 a.m. to 3 p.m.
- You must call at least one (1) business day prior to the day you are requesting the power be turned on (under normal circumstances). For same day connections an additional fee may apply.
- Have your driver’s license and social security card on hand.
- A $30 service charge will be applied to your first bill.
- You may be asked for a deposit if your credit check or previous Cobb EMC pay history requires.
- If we are unable to verify information or are unable to process your payment over the phone, you may be asked to come into the office.
- In person: Our Cobb EMC office is located at 1000 EMC Parkway, Marietta, GA. Walk-in office hours are 8 a.m. to 6 p.m. Monday through Friday.
- Bring in your lease or purchase agreement along with a valid photo id (driver’s license, passport, etc.) and social security card.
- A $30 service charge will be applied to your first bill.
- Pay your deposit (if required).
